To keep one of Northeast Pennsylvania’s most important travel corridors safe, functional, and built for the future, PennDOT launched a comprehensive rehabilitation and improvement project along Interstate 84 in Lackawanna County. This heavily traveled route connects commuters, freight, and regional traffic through Dunmore Borough and Roaring Brook Township.

At the heart of the project is the full replacement of the I-84 bridges over Roaring Brook and the active Delaware-Lackawanna Railroad, owned by the Pennsylvania Northeast Regional Railroad Authority (PNNRA). These bridges had reached the end of their service life and were no longer able to meet modern performance standards. To improve mobility and reduce long-term maintenance needs, the nearby Exit 2 interchange with SR 435 is also being completely reconfigured—from a left-hand exit to a safer, more intuitive right-hand flyover design.

In addition to bridge and interchange work, the project includes full-depth bituminous pavement, concrete retaining walls, drainage systems, traffic signals, erosion and sediment control measures, overhead sign structures, guiderail, fencing, concrete barriers (both permanent and temporary), landscaping, pavement markers, and temporary traffic control. Structural elements include concrete bridge work, bridge removal, structural steel, painting of existing steel, steel pile foundations, jacking of bridge superstructures, and temporary excavation and support. All work is contained within a 2.7-mile stretch of I-84 and surrounding roadways, including segments of SR 0084 eastbound and westbound, SR 0380 southbound, and SR 0435 in both directions.
