Reconnecting Philadelphia with its waterfront.
For decades, Interstate 95 has separated Center City from the Delaware River, cutting off neighborhoods from one of Philadelphia’s most promising and underutilized spaces. This project aims to reverse that divide.
Led by PennDOT and local partners, the Penn’s Landing Improvement Project will transform how residents and visitors experience the riverfront by rebuilding key infrastructure and creating new public connections over I-95 and Columbus Boulevard.
The project includes:
· Replacing and expanding the existing I-95 cap and bridge structure into a broad, elevated platform that stretches over both I-95 and Christopher Columbus Boulevard. This platform will create a spacious, accessible connection to the waterfront, stretching lengthwise from Chestnut Street to Walnut Street and widening from Front Street all the way to the Delaware River.
· Extending the South Street pedestrian bridge to safely link over Columbus Boulevard to the waterfront at Penn’s Landing.
· Reconstructing the viaduct between Chestnut and Market Streets for improved traffic flow and accessibility.
· Adding a section of the Delaware River Trail along Columbus Boulevard to enhance walkability and bike access.
· Inspecting and repairing underwater concrete piles to ensure long-term durability of waterfront structures.
The new elevated platform over I-95 and Christopher Columbus Boulevard will form the foundation for the future 11.5-acre Park at Penn’s Landing, envisioned as a vibrant civic hub featuring open spaces for performances and festivals, food and refreshment options, and seasonal ice skating and water play zones.
